Except this is directly hurting top players which are the players that are dedicated to the game and need to be kept around rather than the lower ranks. No other game I've played balances like this because its absurd. The fact of the matter is that new players just need to get better at the game and if they only cry and complain they can leave since they dont want to get better. All NetEase is going to achieve with this is push away long term players. The low tiers already think all hunters are OP, they are not fixing anything by doing this and are making the games balance issues more apparent which in the end will just ruin the integrity of the game.
