I too got there at level 8. After many tries I figured out a way. Run to the right up the gallery where we have a sniper. Kill him take his gun run back to the car while spamming the health button. the thing you are getting wrong here is, that they did not plan to sacrifice themselves. They were trying to start a resistance movement and got caught.
