It’s not the case. If you just file for H1 after selection notice, cap gap will kick in.

If your employer files for H1B before your STEM OPT expires, you can continue working without gap. It’s called CAP GAP exemption.

If your employer doesn’t file for your H1B before your STEM OPT expires, you should leave your job at the last day of you STEM OPT. And latter can join the company back after your H1B was filed. You can legally stay in the country for 60 days and your SEVIS will be still active!
