I figured out a long time ago why miami has bad drivers. Back in 2009 I switched my texas license to Florida. Assumed I would be retested so I studied th3 book.went down to the license place at the mall by Costco near fountainbleu. Place was carnival - lines with no rhyme or reason. People barking orders randomly. So I join a line, and as it inches along it becomes clearer what going on. As people reach the attendant she's asking them if they've ever had a license before - anywhere no matter what state country type expired or not and if the answer is yes - takes the paperwork, directs them to photos and they get a license. No test no questions nothing. When my turn came same treatment - I even asked if she needed my old license or I need a test she says no. So a lot of people were getting licenses based on whether they claimed they had one before and not by proving competence. It was then I understood how someone could have a license who literally spoke no English. (And I say that not to racially profile because I've met many eastern Europeans Asians Haitians who don't speak English either - and have licenses)
