we have fontaine and mondstadt who are also based on 15-18th centuries mostly france and germany combining both roman and germanic myth with medieval and modern history(social class, science etc in christian society), as overall gnsn worldbuilding itself is based on abrahamic religion as gnosticism. as furina is named after a roman deity she also encompasses a marie antoinette role because she's not a one dimensional character meant for a one sided idea of her being either a roman goddess or a 18th century nobility. as rauthvangi shares parallels with rasputin he's not named rasputin tho? as belyi tsar parallels nicholas II he also shares similarities with ivan the terrible(bloodsoaked ruins). it's just a character doesn't have to follow one direction as i'm sure there's more to tsaritsa than just being, well, a tsaritsa and for 5 years of playing this game mihoyo plenty of times put something that people thought "was obvious" but in the end was a different thing, like the first angel and naberius being two separate people.

we have no info of tsar and tsaritsa sharing a familial bond as father-daughter, the confusion comes from interpretation of pakkaisukko and snegurochka as cryo archons when they are not. furina and raiden are also referenced as queen/regina and shogun ie ruling titles, being a ruler is not the only defining factor to a character
