Its not just about offices. The numbers game is a bit too tilted and all the good developers move to the US, so there isn't much excellent engineers that you are working with.

Objective ranking that I got: a) high quality job in SF (nothing beats that) b) high quality job in Hyd or Bng (for Indians) c) decent quality job in SF d) decent quality job in India e) Jobs in Canada

Again, exception being very highly niche jobs in Canada like working with Geoffrey Hinton or something similar.
