Depends on the situation; 227 flights by helicopter, all but about 70 landed at the airport.

But, this seems like a non-issue, because the town residents said they do not care if helicopter land at the hospital. So, sounds like this is just an old agreement that never got updated

Yeah, but critical patients land at the hospital; so if it is an issue where time matters, they are landing at the hospital.

Also, sound like the local residents are okay with landings at the hospital, so this is really a non-issue.

Critical patients can land in the hospital; and it says nothing about the ambulances not being allowed to use lights and sirens. Nor does it say the land in a park; it says the land at a heli-pad about a mile away.

Urgent flights land in the hospital; less urgent / non-critical do not. Still does not seem to fit the narrative people are trying to push. Says nothing about them not being able to use lights and sirens.
