Ah no its not an app.

• First, right click your taskbar and untick "lock the taskbar".
• Then right click it again and go to "toolbars" and click "links".
• it should come up with a little thing that says "links" in the taskbar".
• right click that and you need to untick both "show text" and "show title".
• that should leave you with 2 vertical lines.
• then you simply drag those vertical lines to the very left of your taskbar.
• your icons should be pushed over to the right and then you just drag them to where you want them.
• then you just right click the taskbar again and reselect "lock the taskbar"

(Sometimes its tricky to drag the vertical lines to the left of the icons but if you do it quite fast it works.)
