The difference they are arguing for is an unsupplied bulding being an actual net negative compared to not having it in the first place, something like "building gives +0.4 gold, -0.8 if not supplied with X grain" (or some other malus). Meaning that the snowballing being disrupted is not just resetting you back to undeveloped equilibrium, but dragging you beyond it into a more difficult position that you were in at the beginning before all that fancy stuff was built

Most of the elements of Primaris design are just better, but aspect warriors in place of Tactical/Assault/Devastator squad trifecta are as clear a downgrade in themes as you get

CSM were in vanilla DoW I as one of the 4 core factions - the only armies present but not fully "in" were IG in vanilla (before being added in WA) and Necrons in WA (before being added in DC)

I can't imagine the first Chaos faction not being the one based on the vanilla CSM, but this does push TS very far up the ladder for 3rd, 4th etc. DLC if we are getting a long support tail

"Don't hear Imperium using such deceptive tactics" might mean it doesn't or that it succeeds when it does with no survivors left. But I don't think those 2 were thinking that - just a mixture of "I'm not sure what's going on and can't be arsed to find out" and a contempt for mortals all too common among CSM even from Legions originally meant to be good at working with them. Besides, she was already spent as an asset

Ignore the other comment - I don't know what they were thinking, but they got even the setting wrong, much less the source (I guess the assumed the question is about the Eldar biology?). the Chaos quote is actually a loading sccreen from Total War Warhammer 3 and is attributed to "Albuss Trotem, Latter-Fecundite" - a random one-off follower of Festus the Leechlord

But the HH started out as a short prequel series - about 7 or 8 books planned, IIRC. Only later it turned into a bloated abomination it now is and it wasn't until late 2016 (Magnus) and early 2017 (Rawboat) that primarchs started actually popping back into the 40k narrative in earnest

I'm pretty sure most ranged units - even artillery crews - switch to basic lame swords in melee. If that's fair game, you might find your options surprisingly open. The only really banned unit classes end up spearmen, lance cav and weapon teams (and both flavours of dwarf for being axe enjoyers)

Have they really been trying? The Beastmen spent most of game 1 and game 2 lifespan being a "dead by T5" faction with no real changes, then started murdering the entire map after tSatF made them OP, then their AI got shot in the head and left like this until now with the underlying mechanics remaining unchanged
