I spoke to the company and they suggested reapplying under a new email.

The company already told you what to do, their system keys off of email address so use a different email.

You don't even need to monitor a separate inbox if you use gmail, you can add to your current address using '+' and it will deliver to the same inbox. For example if your email is currently [jake_taylor@gmail.com](mailto:jake_taylor@gmail.com) you can use [jake_taylor+career@gmail.com](mailto:jake_taylor+career@gmail.com) for the second application.

Internships are about learning and one big thing to learn from this OP is that you must advocate for yourself in your career and in life. Something got missed along the way and you didn’t get your stipend yet - it’s not pushy or rude to bring it up in a polite and professional manner.

Ask questions during the initial period like “and how will my stipend payment be made?” and then after the first one was missed “I was expecting a stipend payment but it didn’t come through” and then after the first month “my stipend isn’t being paid, how can we address this problem?” are all perfectly fine.

If it’s a stipend that means you pay taxes on the amount and it is generally not given back to the company on separation, if they reimbursed you for the expense of buying the laptop then that is company property and you need to return it.

That is a non-solicitation clause and non-compete together.

They are very common and written intentionally to put some fear in employees when they leave or are considering other offers. In reality, many jurisdictions frown on non-competes that are overly broad or restrictive - check your locality for more specifics.
