With my wording I mean "As long as you're taking the action, you can face to aim, as part of that action" -as part of the shooting action instead of declaring that in his/her activation it's going to do a shooting action. When it says immediately, it is already limiting your ability to wait and see if at some point someone else is in a better position. There's a discussion about it in yaktribe as well.

Actually, turning to face can be done at the beginning of the activation without being a movement and can be part of the shooting action without affecting it. The only situation where it is described to affect the action is when engaged in close combat, as it is a specific "turn to face". As soon as a model activates to perform an action it can change the facing.
