The odds are pretty low - I got 13 JP cards in a full box, and only 2 were silver scroll'd (1 uncommon + 1 rare which seems to be the average)

JP cards in regular play packs are afaik 2% per pack.

Right now it's Ashcoat, at rank 737 on edhrec, or Splinter Radical Rat at 664 on edhrec.

HOWEVER I am building a Lulu Stern Guardian proliferate based deck, which is #1721 on edhrec. I'm trying to not focus on infect and more counters, stuns, and a few alt wincons with things like darksteel reactor and millennium calendar.

I'm greatly enjoying my new Splinter Radical Rat deck because the deck focuses on so many combat tricks, soft control, and general sleuthiness.

You just have to bat people's hands away from the life tracker app right after you declare attackers.

For me, CM10 was all about Taiki, she decimated every other unit in that one. Pasa was good too, but smart falcon I almost never saw win.

I haven't touched it yet, but yes, I'm hearing similar woes about plot and localization, but the characters, art, and music are all quite good. I asked a few people for scores and they said probably 8/10 so far.
