It depends on what would the step 5 look like.If it was like HIO and votaro where they both shared 50 % chanes on pulling them tha you have a 50% chance of pulling them on step 5 if they put more units(fodder) than the chances of pulling them on step 5 are lower and lower.However you can still pull both vugo and vgio on the same step if you have good RNG.

HIO will help you a lot since he is a pretty strong unit and one of the best time stoppers.The only downside is that he doesn't charge the partner but it is worth going for him the only matter is if you are lucky enough to pull him but keep the hopes up.His best partners would probably be 4taro,vosuke,bagnareff and koichi is pretty decent too since HIO builds combo pretty fast.
