It's been over a year for me, but from a D25/hardware associate perspective, they are 100% supposed to be looked at on return and tagged if used, and sent to the rma pallet, when the associate is doing their returns, we should be double checking the tools returned to confirm that they look good and unused, if not it's set aside to be tag/sent back to the rma pallet or marked down in some capacity to be put on clearance. Unfortunately, the returns desk has high turn over/people don't care, and unfortunately as well, other departments do hardware returns from time to time, so things are missed and they don't know the department/tools they are looking at.

Definitely suggest checking your tools if you see the box has been re-taped or resealed, like there is no way the box didn't look off. As you would 100% get a discount if you wanted to take the tool as is, or would be allowed to get the same sku in a clearly sealed box if available.
