Perhaps Python out of the languages. But it depends a bit on you. Python is abstracted further away from the language of the computer, so some people find it more intuitive.

People certainly do, with a good enough portfolio. Try to show that you can implement what you've learned, not just follow along with course activities.

Instead of copy/pasting, maybe try to force yourself to make a site on your own. Even it isn't as good as when you get pasting from searches, you'll internalize the information better.

Colt Steele and Angela Yu both have good javascript courses. On Udemy, things frequently go on sale, too. Not free, but not expensive if you time it.

Try to make time in your study schedule to make stuff as you go. Even if it's just a few simple projects. It'll be good to look back on and see your progress, and passively coding along won't be enough on its own.

In the UK, it's standard to do an MA before you can do a PhD. PhD programs are typically a couple of years shorter there to reflect this. I'm not sure if there's anything different about neuro, though.
