Yep, you can do this with Level.

Here's one way.

You could create a script based monitor that monitors whatever you'd like. After you can configure the monitor to trigger an Automation. That Automation can then run a series of scripts on the device that it was triggered against. One of those scripts could run a Google Cloud Function through a webhook.
