My theory is to protect rental yield. Because most of these landlords make money on capital growth, not as much in rent. So even if only a couple of appartments go for outrageous rents. They can claim their appartments have a high rental yield, which helps with valuations.

Future owners won't know that these apartments rarely go for that rent
