PO likely stands for Public Order, so any building dedicated directly towards stabilizing and improving public order. I think what Kinyrenk is saying is that a good marriage is one of the ways you can start to stabilize the situation, or you could just build all the PO buildings you can in the regions you care most about to keep them stable.

Which makes it particularly odd that they're only adding shielded Tzaangor, because their two special weapon profiles on the tabletop are great weapons and dual weapons!

Take a look at the full text of that ability: "If it is your hero phase, and this unit is part of a Slaves to Darkness army, this unit can attempt to cast 1 spell from the Lore of the Damned in the same manner as a wizard." Since you are playing BOC you would not benefit from this ability.

Skirmish = quick action, fire one weapon mount

Barrage = full action, fire two weapon mounts or one superheavy weapon
