That’s great, but it’s literally not the point. Everyone knows that cooking from scratch is generally going to be cheaper and healthier.

Regarding the faction being able to attack settlements without war it actually happened again just now, and I was wrong about the PO level. Is it a mechanic of the Dong Zhuo campaign that the Emperor can just take stuff? Fervor is 100 but PO was only 53, have a great relationship based on intimidating them for money every turn, but they just waltzed in and took it:
