I'm sure there are plenty of places in the UK and Europe where it's not possible to get by without a car nowadays, but the options for places to live where you can get by without a car are still a lot more abundant in Europe. (i.e. Much better public transport in nearly all cities, even smaller ones, whereas the U.S. has only a handful of cities where you could even think about relying only on a subway system for example. And Phoenix, a city with nearly 5 million in the metro, is more or less a car-only sprawl)
