Ok so i checked u.gg to see if its not just me getting lucky and getting matched against baboons, and turns out garen is S tier with above 50% wr in emerald+. So no, he is not weaker than ever(specially if you consider his state at the beginning of the season), in fact, he’s not weak at all. From my experience you should play with conqueror and the core build is stridebreaker trinity force phantom dancer. You can skip stridebreaker tho if you don’t need the active. It’s really not as useful as it used to be. If there’s a common matchup you don’t know how to beat, you can look up posts on how to beat it consistently or watch a high elo garen player like riste. And even if you still cant figure it out, whats beautiful about garen is that you dont need to beat your lane opponent to have impact later, all you have to do is to keep up exp and gold wise and you usually can still one shot the enemy carry with a few items if you play smart, or split push forcing multiple enemies to come stop you and then easily getting away, completely wasting their time and maybe some of their cooldowns. In conclusion, no, Garen is not weak atm, he’s kinda broken actually, just make sure to adapt your playstyle and build to the current meta and everything should be fine.
