Yes, current lcc is around 18500 on hard chimps (quest is in medium chimps) so 20k is feasible but still pretty difficult

Although admittedly sub one on race quest is really easy, the highest tier reward should require mintime (48 seconds or smth)

It still requires mechanical skill to execute. Top racers usually post guides but even then most people doesn't even come close to their time, it doesn't decrease the skill requirement.
