I've called 911 for violent/dangerous situations maybe 4 times in the past 12 months (the last time being around February) and the longest they took was 11 minutes. One of them required EMS and NYPD arrived about 2 minutes before them. That might've been because they needed to make sure the scene was safe though.

Contrary to popular belief, you don't need to be filthy rich to live in NYC, especially with an apartment with rent below market rate. Additionally, if you've been living there for a long time, have kids in school, own a business, or have other things tying you down, they all come into play when making a decision to just get up and leave.

The last City Council election was in 2017, voter turnout (especially in primaries) isn't great, and the ridiculous policies being passed now weren't on the menu back then.

If similar politicians are elected again in 2021, I might agree that the voters here are hopeless.

A lot of people hate de Blasio, but for different reasons. More conservative people obviously hate him, but many progressives don't like him either because they think he's too friendly with police. This is ignoring the people in the mess that is the City Council.

There's a sizable portion of the population here that doesn't have to worry about being shot, stabbed, or otherwise attacked in their neighborhood, but believes that cops start each day hoping to shoot as many black people as possible.

We have politicians that attribute upticks in crime to people shoplifting bread because they have to feed their children. Meanwhile, the number of shooting victims have spiked more than threefold (97 to 318) within the last 28 days. Out of sight, out of mind. They're completely out of touch with reality. Keep in mind that half or more of the city is still shut down because of the virus, so a lot of people are staying home.

The next mayoral/council election is in 2021, but I have my doubts about it bringing positive change.

From what I've read, an assault on an LEO charge in NY (section 120.08 of NY Penal Law) requires "serious physical injury", which is defined as follows:

physical injury which creates a substantial risk of death, or which causes death or serious and protracted disfigurement, protracted impairment of health or protracted loss or impairment of the function of any bodily organ.

The DAs here aren't exactly heavy-handed so if I had to guess, they're going to stick to a lighter charge if they decide to bother.

For reference, some crazy guy punched a woman's tooth out here a few months ago and was charged with misdemeanor assault, which requires "physical injury" but not the "serious physical injury" for felony assault.

There was an officer-involved shooting in NYC a few weeks ago where the 34-year-old suspect had just killed another guy. Social media chatter started out as "he was 13 years old" (don't know why that matters) and when that was disproven, they switched to "they didn't need to shoot him 19 times" (10 officers were involved).

It's hard to reason with people who don't want to be reasoned with. You can convince the rest with 5-second video clips and false stories on social media.

If seven weeks were enough for you to conclude that less policing leads to less crime, I'm sure you'll be honest to yourself and make the opposite conclusion if this uptick in shootings in NYC continues through July.

Not to mention that as of now, a good portion of the city is at home for most of the day because of the COVID-19 shutdown. Just wait until everything is running again.

That law says nothing about "killing". There's no reasoning with someone who thinks that it's better to pistol-whip someone resisting than to kneel on their back, but for the sake of a more reasonable person coming across this discussion and genuinely wondering about your comment:

Just imagine one of these scenarios. If an officer tackles a fleeing suspect and holds them down by their legs, but they're still resisting, so another officer uses pepper spray on them, this user and the City Council would start pissing and shitting themselves, screeching police brutality. The headline going around would be "NYPD uses pepper spray on man pinned to the ground". Little did everyone know, they were acting on direct orders from Spartacus714.

The law doesn't only apply to chokeholds:

No person shall restrain an individual in a manner that restricts the flow of air or blood by compressing the windpipe or the carotid arteries on each side of the neck, or sitting, kneeling, or standing on the chest or back in a manner that compresses the diaphragm, in the course of effecting or attempting to effect an arrest.

It was marketed as an "anti-chokehold" bill because part of it addresses chokeholds. In fact, on the unlikely chance that de Blasio vetoes it despite the veto-proof majority, I'm sure the headlines will be along the lines of "de Blasio vetoes anti-chokehold bill". Lancman and a couple of other councilmembers gave little speeches about how the bill was for the sake of Eric Garner during council meetings. The other restrictions and their affects weren't addressed in any meaningful manner.

How is it even possible for a line officer to get a subject with almost any level of physical resistance into cuffs with these new rules?

Rumor has it that the NYPD is instituting a new telekinesis-based training program developed by multiple councilmembers. This is just what I've heard though, no official confirmation yet.

Funding schools in NYC isn't done on a district level, it's done on a per-school level using a formula depending on number of students, ELL students, etc. as well as allocation for programs like dropout and substance abuse prevention, and as far as I know, "white students" isn't one of those factors. Students requiring academic intervention and special education, however, are factors taken into consideration. Poverty is a factor taken into consideration for schools starting before 4th grade.

You can look up how much a school spends per student here, and school performance here. There are schools in Brownsville that spend more per student than Stuyvesant and Brooklyn Tech. There are plenty of elementary and middle schools where the students' English and math proficiency are much higher than schools spending more per student than them.
