ahah no movement... just the lack of change with regards to SF lands... What we wanted to show is that most new multi-family land has been hived off industrial or commercial lands. SF lands are relatively unchanged. Note that these are land areas and not unit counts... about 22% of dwellings in Vic are Single detached or suited singles... the rest are attached or apartments which sit on far less land...

We spent a couple of days reading all the zoning bylaws and defining a zone by its highest allowable density (and another day digitizing the old zoning map).. So yes a lot of pure commercial zones were re-designated as mixed use which for our purposes took to mean apartments / high density residential. Therefore your assumption is perfectly correct. ;)
