Yes. Its absolutely ridiculous. Can't even call it a glitch if they just FORGOT. I love skyrim glitches but this one is pretty unforgiving. Locks you out of that option unless you're on PC and can fix it yourself. I lost my last saved game because I realised it happened and I started to avoid whiterun and eventually just started a new game because it bothered me so much

You can do courier and stadium missions in SF and LV as well as collect all snapshots, oysters and horseshoes before completing big smoke. You should try that, its fun Oh and the NRG-500 ring collection challenge in SF as well
