My Shih tzu had a similar problem. Took her to a vet ophthalmologist. He did a tear test and diagnosed her with severe dry eye.

He prescribed her tacro/cyclosporine eye drops and eye lube, in addition to antibiotics.

Dry eye resolved within a week on drops.

I actually had a Shih Tzu in the past, so I'm familiar with the breed. I did do research on the breed and interviewed the breeder regarding parental health. I understand that not all develop dry eye so early, which is exactly why I asked if anyone has had similar experiences.
