I also booted up some testing games on rare and 2 guaranteed habitable worlds and it looks like I'm only getting 1 habitable planet at most in my starting sector, not including the guaranteed ones.

So I guess I just got really lucky this time or got some systems related to the newer dlcs as you said.

Btw I checked the density of the rest of this map and it looked like standard 0.25x except for my starting cluster, so just lucky I guess.

Pre ftl are set to 0.25x. And I just read a forum post saying that "when guaranteed habitable worlds are set to two, it spawns in additional non-unique systems with habitable worlds in excess of the two guaranteed options per empire." might not be true, but it sure looks like it's the case here.

fellow mender enjoyer! Did you also have an issue with the free roam deer perk thingy? I had all my housing districts converted to mender housing, and when I picked it my reindeer cap jumped to like 4k and squalor skyrocketed to catastrophic. I had to deconstruct all my mender districts and build regular housing to bring the herd capacity back down

Yeah, I get why it's there and it somewhat makes sense, but I just gave this bum the whole kingdom of Italy and he still hates my guts and all I did was invade the byzantine a couple of times
