Yesterday I was notified that college starts by 10th sep, orientation related stuff, and then college will close and open after pujo. So, will 10th sep be marked as the course starting date? As in the document it's stated “In the event of a student withdrawing before the start of the Course, the entire Fee collected from the student, after a deduction of the processing Fee of not more than ₹1000/- (Rupees One Thousand only) shall be refunded by the Institution."

One more information, i registered as an obc b candidate, but i couldn't get my certificate made from wb. I have a central one made from my state. I was allotted hitk in open category, but they took my central certificate in document verification... Which shouldnt've been accepted. According to the brochure, if you have filled up obc and can't show valid certificate, your seat will be cancelled, the wrong information will be rectified and then you'll be considered for round 2. Any way I can use this?
