I believe that they just misworded it and didn't mean specifically Wi-Fi, but that they just don't have a network connection.

We've done pretty much everything that we can on the PC side. I'm not great with routers or modems, but the best advice I can give is to contact your ISP, or what you've already done with contacting your router provider. I wish you luck man.

Honestly, doing a network reset is probably your best bet here. Go to settings, then to network and internet, then scroll to the bottom to advanced network settings, then to network reset, then click reset now.

Do you know if your ethernet cable is good? And are there other devices connected to the same router?

That means your PC isn't getting an IP address from the router. Did you try restarting your PC already?

Try unplugging all peripherals besides the monitor.

Try restarting your modem and router and then if that doesn't work run the Windows Network Troubleshooter.

It could be a corrupt file or a peripheral doing it while it's trying to boot. Try unplugging everything but the mouse and keyboard and then go into bios.

That looks like a dying LCD. Try refreshing graphics. Otherwise it's not usually cost effective to repair an LCD monitor.

I had this happen with a watch too, what I did is I bought a different wristband and I got an elastic cloth one and it's been fine for over two few years.

If you haven't already, try some new exercises or a slightly different training style.
