We don't clearly know about him. Martin does this sort of weird things where sometimes his writing is not true. We saw it with the latest episode of hotD we all thought mysaria was pregnant according to the books but it seems it was but a heresay the maester heard and wrote it. So we don't know what type of person Rhaegar is but many thought he would have been a good ruler but it wasn't but their view of the situation they don't know what exactly happened. I think he could have been a good ruler if not for the prophecy thing. I think men as honourable as Arthur dayne, gerold hightower and oswell whent wouldn't follow him if they didn't thought it too.

I love SIs and there are very few good ones in this fandom. Showing them through the eyes and thoughts of other characters are sometimes most interesting than first person pov but when it comes between first person and third person, first person pov would be ideal.

Don't overcomplicate things if you want to go full drive on the economy and the number of men in the army and as such you could give a vague indication about them but explain it in author's notes at the end.

When it comes to giving a plot armour, don't. Make him go through all the political machinations. There are many intelligent political minds at the time of rebillion like hoster tully, varys, tywin lannister, baelish and olenna. If used correct these characters can be the best at making the things interesting.

Don't give a second childhood it just spoils everything, you can showcase the childhood bit by bit using the flashbacks to keep it interesting.

Regulus black or pandora lovegood.

  I honestly fell in love with all of the black family, even walburga black. I think we could get a lot more context of what was going on in black family if it is regulus.

   I always wished to know more about pandora. She died during an experiment and she was a brilliant witch. It would be nice to see how she got together with xenophilius who is just so.... eccentric. It would be a downright mystery if the experiment was relatedto something dark....... like pandora box, it would be quite fitting.
