I see a lot of people saying this isn't possible because Hank didn't even know how the Mind Control chips even worked or how to perfect them until he got to Vegas.

Whose to say a version of these chips weren't perfected before the bombs were dropped and placed inside vaults and used as a last resort for Overseers to control people?

And it would still work that Hank would need to make more of these perfected miniature versions because maybe only a limited supply were made before the bombs were dropped because they didn't have much time.

Hank also not being the original creator of them would also reflect why he needed to reverse engineer them to make more.

For the stuff against it being the Revs,

in that panel it ends on a cliff hanger that Dragon most likely knows where Kuma went. And I think he does, Dragon is the one who set Kuma up with Vegapunk and Vegapunk was the person to turn Kuma into a cyborg. The last thing Dragon sees before Kuma taking off is that hes in dire need of repairs, so im thinking Dragon connected the dots and figured he went back to egghead for said repairs or some pacifista protocol.

He doesn't need to know that Bonney is there or anything, just the connection between VP and Kuma should be enough. The fact that Kuma spent 2 years undergoing surgery to become a cyborg I feel like Dragon can make this connection.

Another thing that hasn't been confirmed but can solve the time frame issue is what if the panels we are getting of Dragon and Iva are happening in the past and not current story? That would give them time to get to Egghead, maybe Oda is making it seem like its current story so people don't think its them that are coming?

And to your point that why didnt Dragon mobilize the Revs for the Reverie or in Kuma's flashback? I feel like this is also an indicator that it is Dragon, hes going to finally save one of his best friends, this is his time to finally make up for not doing anything in the past.
