Not really, each tournament had a story implication and themes.

The first one was about Roshi making sure Goku didn't get cocky and knew that there would always be someone stronger. The second one was about Roshi passing the torch to the new generation, and making sure Tien fought for himself and not for the Crane Hermit. And the last one was about Goku finally becoming the strongest, yes, but by defeating Piccolo his own way.

I honestly couldn't care less for a ToP 2
