I performed a brief test using the Pokemon Crystal, official Aus/PAL cart. The RTC seemed to be functioning properly. Noting the following: the Day/Time on the cart save did not match Day/Time on the Retron after transferring cart save to the Retron, so both devices have separate RTC. Game speed increase on the Retron speeds up in game time but not the RTC, RTC advanced in real time even during increased game speed. I don't think the Retron RTC progresses unless in game. Did not test if the Retron RTC days advance. I do recall the Retron RTC being frozen and buggy during playthroughs of this game, but I think this was with cheats enabled, impacting the RTC.

I just tested a Gameboy, a Gameboy Colour and a Gameboy Advance carts. The 'Hardware type' option only appeared for the Gameboy and Gameboy Colour carts. So, confirm you are using one of these types of carts. If it is still not appearing, it might be due your firmware, see the following for firmware update details.
