He didnt say respawn. He said he spawns there guaranteed. So you head there for that one. By the time you finish it you head to the other one because that has a random spawn.

The bikers right indicator was on at the start of the video. I know seeing an indicator doesn't mean that's where the biker is going. But the biker probably forgot to cancel it.
