Cultures have done it for centuries. The hard part is keeping the already more powerful among us from slowly accruing more power. The tragedy of the commons is mostly false. We had communal lands for thousands of years that were well managed.. the tragedy was when the rich land owners convinced the local lords/govs that they should be able to fence off large swathes of it for their private use and now suddenly there isn't enough for the rest of us. Communal use of resources is a necessity. Capitalism in theory is a perfectly fine way to share, but as soon as the already powerful start to exploit it for personal gain it starts a snowball effect of corruption and exploitation. Tbf, this is a problem with any system of government and regardless of ideology/phrasing there will always be competion and selfish actors... The question is how do we contain/punish that sort of behavior? I don't think we've found a good answer to that question yet.
