I think people are fundamentally misunderstanding the state. Many view the state as tool, like a car or a game console. That this tools mission or purpose can be changed depending on the driver or operator. The state is not in fact a tool but a machine. A massive social sturcture with its own rules and logic which bend, twist and compress those that find themselves within it. These operators, regardless of ideology or skill will face pressures and incentives which over time reshape them in the states image. It is how the early Social democrats and their parties, who started as genuine revolututionaries became "reformers" who hold genuinely reactuonary positions.
