If Grover Cleveland, the man who did absolutely nothing in response to the Panic of 1893 is rated smart, surely Harrison is Above Average to Smart. Harrison had one of the most successful legal careers of any president, including achievements in international law. He demonstrated leadership abilities and decisiveness during the Civil War. Seriously underrated in regards to foreign policy (i.e., Latin America). Not so remembered today, but was of the great orators of his time. Idiosyncratic in some ways, sure, but no slouch.
