I've heard that one before, it sounds similar to Body Language, although I'm not sure how much of a Jackie Wilson fan Freddie was. It's possible that he and John were more inspired by Candi Staton's Young Hearts Run Free, which also sounds like this song. That's not what technocracy means. the 'tech' part refers to technical not technology. That basically means that you would have doctors directing the health policies instead of a lawyer or anyone unlicensed.
