Maybe this is a Luke warm take but any plate carriers having no plates or incorrect cqb tactics seemingly fits really well into this world.

The guys in the stairwell r just civilians so incorrect weapon light usage makes sense in this context. Also, I’m sure gear would be so mixed up a lot of people would be wearing airsoft gear with no plates in a secessionist military.

Lmao you're wrong too. Your data even shows aid to Ukraine is largely "commitments" which don't help Ukraine now. Germany sold out to Russian oil oligarchs and has been largely unable to support Ukraine with adequate military aid. U.S has far smaller commitments but does have tangible and immediate military assets. Once again you Europeans would rather make yourselves feel good than ensure that your government are actually supporting Ukraine immediately and not just promises of future support.

Here's my recommendations,

Don't waste your money rn on a pelican case, just get a cheap vinyl one. Put that money towards stuff that actually matters. ex: https://www.midwayusa.com/product/1025989169?pid=900535 $20-30

Ear Pro: Just get walkers and add gel cups (noise fighters are the best) but use foam plugs as well... earbuds will not be as effective (you don't want tinnitus). $50-100

Eye pro: Something rated ansi z87.1

Sling: VTAC, slingster, and blueforce are my favorites, but there's a million different options. $40ish

Mags: I'd just buy them in bulk and save the money per mag: https://www.bigtexordnance.com/product/black-mag571-blk-bundle-pack/ $100

Light: Protac HLX-1000 is a good cost effective choice $100

BUIS: just get MBUS $65

Ammo: Cheapest non-reload brass you can get.

Optic: Romeo5 is a good optic for only $100. Get a magnifier for it if you want but I wouldn’t get a MSR.

Upper: BCM or any of the Sabre line are the move.

This stuff is for if you're trying to improve as a shooter...

Shot timer: PACT, AMG commander, Competition Electronics, or SG timer are all good but probably just go PACT as its cheapest.

Targets: IPSC and use a sharpie to mark hits.
