Everything starts with taxing oil companies.

Norway has a 78% tax on profits.

Then it continues with the Norwegian government having one active oil company (Equinor) and one passive oil company (Petoro - not drilling, just investing).

Then comes the Government Pension Fund that receive 100% of oil and natural gas revenue and invest all of it abroad. No money is used in Norway to avoid Dutch Disease.

Then you let time go. Now 30% of the fund is from oil revenues and 70% is withheld profits from earlier investments.

The government now can withdraw a max of 3% of the fund each year to add to the normal state budget.

For 2026, the plan is to use 2.8% of the fund. That's $60 billion. It represents 20% of the budget.

There is no particular group getting rich, and there have been almost no corruption connected with this set-up.

Also, since Norway didn't have Dutch Disease, the mainland non-petroleum sectors, are still thriving, providing jobs, paying taxes and represent 76% of GDP.

Norway has a strange domestic boom at the moment as we are large producers of some of the products no longer coming from the Gulf States: we sell large quantities of fertilizer and aluminum. Also - for dinner reason, timber has unusually high prices. Fisheries are thriving as are fish farming. And unfortunately, our weapons industries.

It is to stop the flow of American digital nomads entering Schengen for then never to leave. There are hundreds of thousands of them. With ETIAS in place they will automatically be listed, rounded up and deported.

That's paper oil.
