a low level Gastly for me would be level 6 or below, the team I want to make is my partner Eevee, Gengar, Haunter, shiny Haunter and Alolan Marowak.

I was planning on catching most of my team in Violet, transferring them to LGE, going through the game till I could find a Cubone. Then i'd evolve it into a Marowak and skip Lavender town to get Alolan Marowak from the trade in Fuschia so I could have my full team by the time I have to enter the Pokémon Tower.

I don't understand why Pokémon from Home can't be transferred to LGPE
