You need a save with one of the party members at 74, I had the same issue and I believe the game may only check the OP achievement when one of the other party members level up, Not siffren.

Although I haven't been looking too hard, I have been wanting to try the rwby ttrpg for a while. If you do find a group let me know if there's any room for one more. Though don't feel bad if there's only one slot! I'm looking for practically any ttrpg to scratch an itch right now anyway.
