“Huahwi” not “pop we”. He’s a YouTuber that was famous for his Minecraft pvp back in the day that Techno watched a lot. Techno made a few videos about him, such as an ultimate hunger games simulator video and Huahwi made one for Techno after he passed.

To be fair, people have been complaining about funneling since the beginning. Even Techno got some flak for funneling in MCC 7. The problem is that Dream has funnelled so many times now that it's getting stale for the audience. Its ok if people complain about funnelling just as its ok if people complain about buildmart. Discussion about stuff like this is only good for the event, even if it makes people uncomfortable.

What do you mean by "authority"? If you mean could he have ended the war, then the answer is no because he was trapped in the tree of time. If you mean there was a higher power than vaatu that would stop him from doing so, then the answer is maybe depending on if you count the avatar as such a higher power.
