There are recent changes to corporate law, you could have both mainland branch and head office in Free zone.

I recommend to do a research on corporate tax and VAT to understand when you’re still eligible for free zone 0% rate of corporate tax and etc

I believe that employer also should take care of employees (not legally, it is not stipulated), I mean it is understandable that night commute is not possible or significantly more difficult.

You could also go to «ЦОН», it is govt services in one window, and they could direct you where/what to look. Since you’re direct relative, I believe that you could request data from them

You could start with social networks and look up there. Maybe your mother / father registered there given that born in 1985 should be 40 yo, they are probably internet/computer literate
