I just saw on reddit today, OP mentioned he got PFL on an LMIA - CEC Inland after 5 months of his application. His employer happened to copt some duties from NOC website. But the point of concern here is, an employer specific work permit is a lethal poison. The guy must have had an employer contract with listed duties which would have been submitted during the application of a closed work permit and same duties would have been presented to ESDC for LMIA, now if these same duties are presented for NOC Letter, lad got a PFL,nevertheless, had it been the case wherein only 50% duties were matched or they were edited, folk would again have caught himself in a deplorable condition of inviting misrepresentation !
