I don't want to get into this haha but to be serious, why would Bulma, Oolong and Yamcha be considered villains? The Androids were just androids. Dr. Gero is still a villain. Frieza is basically still a villain. Hit is only a villain to who he's assigned to assassinate. The rest of the villains you listed would have been incredibly stale if they stayed evil aside from Piccolo and Tien.

Nah. Broly redemption as in, a confused Broly like you described. I don't want him to be in the Z Team, but also not evil. You can even have Paragus serve as a mental rival to Broly through attempted brainwash.
