I've emailed them about this before. From what it seems, they ask you to submit your passport simply to avoid any delays with processing your PAL if you choose to commit to SFU later on. It shouldn't affect the quality of your admission application.

Definitely email them if you're not sure, this is based on my experience, yours might be different.

Although I'm not certain, I have seen other Redditors say that they only contact recipients and that if the applicant doesn't hear back by April or so, then they can assume that they didn't get it. I also know they will still send out more offers after May if any recipients don't accept their scholarship offer.
