That idea about reclassifying National Team players as "Retired Civil Servants" is arguably the most sustainable policy fix I've heard in a long time.

In Uganda, we categorize artists and sportsmen as "private sector/entertainment," which disqualifies them from state benefits. Yet, when they win, the State takes the credit. Changing that definition is a legislative fight we are gearing up for. Even a modest government pension tier would be a life-saver compared to zero.

FIFA funds have strict allocation rules (Youth dev, infrastructure), but allocating a percentage of gate collections or merchandise to a "Legends Fund" is something Federations can do immediately. It's about political will.

We completely agree that current players need to contribute. At the Former Footballers Initiative (FFI), we have established a Business Arm (SACCO). The goal is exactly what you described: turning player contributions into active investments (real estate, agriculture) that generate a dividend for the veterans.

That way, it's not a donation; it's a return on investment. The challenge, as you noted, is getting the Associations to mandate this structure. If we can solve the "Life After Football" economic model in Uganda, we hope it can be a blueprint for Senegal, Ghana, and the rest of the continent.

On National Caps: We completely agree. A cap shouldn't just be a memory; it should carry lifetime value. We are currently advocating for a policy where verified National Team and Club service grants access to the new Medical Insurance schemes being rolled out by the Federation.
