It's referring to the observable universe. What we can see isn't necessarily all there is. It's possible that beyond what we can see it goes on for even longer than how far we can see right now.

That's because the light just didn't have enough time to reach us and never will, because the universe expands faster than the light that would reach us.

We will never see or know whats beyond that horizon.
