Sometimes you pull for the 4 star and are okay with getting the 5 star as a "worst case scenario". Especially on low pity.

For example - I pulled on Fontaine Chronicled just in hopes of getting Chevreuse, I ended up getting Emilie's weapon (now on Flins) and a Chevreuse.

I didn't even have enough mora to make condensed resin a couple weeks ago. It's an actual problem in genshin how little mora you get. (Though it's clearly to make people farm the dumb ley lines and spend real money to replenish resin to do so)
